Deeper meaning
A solar-system council, in Ra’s picture, permits or limits contact so that Earth’s harvest remains Earth’s. Orion probes. Windows open. None of this requires you to monitor the sky. It requires you not to invite control as a private religion. The Course’s Holy Spirit does not violate your will either. The politics of densities are a large version of that courtesy.
Practice
Refuse one controlling thought you were about to send at someone ‘for their own good.’
Tactics of both. The difference is respect for free will and the open heart. Test every inner voice against that.

The Holy Spirit waits on your invitation (T-5). So does any Confederation worth the name.
